Colorado sports betting law

Colorado’s online sports betting market has developed into one of the nation’s strongest since it initially launched in 2020. Let’s recap the path that lead us to legal betting in Colorado.

House Bill 1327 introduced

About a year after the Professional and Amateur Sports Protection Act (PASPA) was overturned by the Supreme Court in May 2018, Colorado made its first attempt at entering the sports betting space.

House Bill 1327, labeled Authorize and Tax Sports Betting Refer Under TABOR (Taxpayers’ Bill of Rights), was officially introduced in the Colorado General Assembly in April 2019. The bill aimed to legalize both retail and online sports betting in the state.

After swift approvals in both the House and Senate, HB 1327 was signed into law by Colorado Governor Jared Polis in May 2019. However, in accordance with state requirements, the measure still needed final approval from voters on the upcoming November ballot before it could take effect.

Proposition DD approved

The final version of Colorado’s sports betting bill would appear on the November 2019 ballot as Proposition DD, which was derived from HB 1327. It narrowly passed by garnering 51.41% of the vote, officially marking the start of legalized sports betting in the Centennial State.

Under Proposition DD, the Colorado Limited Gaming Control Commission and the Colorado Division of Gaming would oversee all operations in the state. Licensing procedures would begin shortly after its approval, requiring all potential online operators to partner with one of the state’s land-based casinos.

Colorado sports betting launches

Colorado sports betting officially went live on May 1, 2020. Four online betting apps launched on Day 1, allowing locals to register remotely since the rollout coincided with the peak of the COVID-19 pandemic.

By the end of 2020, the number of legal sportsbooks operating in Colorado reached double digits. Over the coming years Colorado would establish itself as one of the most robust and expansive sports betting markets in the nation.

Hard Rock Bet CO looks to further enhance the state’s reputation by adding the industry’s top-rated betting app into the mix.
